To start off, I'll need to acquire a Remington 700 action. The prices I am finding are in the $400 range.  Better to just buy a remington rifle and just use it for spare parts?

If you're not in a rush, look around at gun shows, and some gun shops with decent used gun selections and you'll eventually find a deal for a few hundred on an older 700 with a well used barrel and beat to hell stock that you can pull a nice action action from.

Yup, the older the better.  Get a 25 year old Remington with rusty barrel and broken stock at a hock shop and you'll have a better action than a brand new one from Brownells

Are you going to go through all the accurizing steps on a receiver you don't already have laying around, then there are some custom actions out there that are probably already in that price range.

You only need to acquire a 700 action if you want a 700-based build...  However, that's what most people do, yes.  700 ADLs from Wally World, Academy, etc. seem to be very popular donors at around $400 out the door.

You can always get lucky and find a used rifle for less money, but you've got to consider the value of the time it would take you to hunt one down.

I'd hit the Pawn shops I've seen actions for 300 or so, and rifles from 250-400 that would be great start. most of the time you can't get jack for your take of parts.
If your going to Blue/True/Square, and all that why not just go with a Stillers TAC30. It's about the same once you figure your GS's time and effort. I've seen TAC30's for around 950 or so.

I live in NJ, so, "pawn shops" for firearms don't even exist I think.
