That's budget dust. It may shock people, but when it comes down to programming and budgeting, at the end of the cycle fights break out for who get $5-10K of money between one program or another. There is billions out there in the budget but there are trillion of dollars of needs. I have must have items cut from programs because the $50K was needed somewhere else. |
