If you shoot down the balloon, maybe they can use it as justification for trying to shoot down one of your spy satellites, and that's why no action has been taken. |

Spy satellites are status quo. The balloon is the escalation, not our reaction to it. Besides, China has shown aggression towards our manned surveillance craft in international airspace.
