If it were an internal group (or ISIS, which claimed the recent attack at the memorial), they'll claim it. Heck, they (or ISIS) might well claim it even if it ISN'T them. Organizations like that don't fear "blame" - they seek it.

The explosion in this case was likely the entire contents of a ship loaded with a very large amount of explosives. This could amount to hundreds of tons of explosives, depending on the ship. See this description of several ammunition ship explosions during WW2 which resulted in damage or destruction of numerous other ships.

If it’s a mothership like Saviz it likely has a cargo of small craft on board destined for Yemen. Not the first time that ship has been used to ferry War supplies to the Houthis.

Saviz supposedly has max displacement of 24k tons, can tie the boats to the deck and lift them off with her cranes. You could fit about that many max on the deck safely.
