I have a 80 percent lower and want to finish the FCG holes but don't have a jig.  I have a milling machine that can do accurate holes but I am wondering if anyone knows were I can get a pdf file on jig making instructions.

Have you seen Ray-Vin's guide on completing a lower?
http://arlower.ray-vin.com/ar15/
At the bottom of the guide There is Drawing.pdf
This is a drawing to make a jig to hold the lower for machining.....

Ray-Vin (or I just use the print) will give you the locations off of the forward take down pin hole.
You just dial in for zero on the hole with an indicator.
