Hey guys,
I was instructed to build my dad a CMP match worthy AR15. He wants the rifle length, a2 stock...etc.
Would the CMMG rifle upper, spikes lower, CMMG LPK, A2 stock, and a MILSPEC carrying handle all fall under CMP rules?

Rule of thumb is that its got to look like a stock service issued M16-A2 or M16-A4.

20", standard handguards (but I think we would all recommend a free float tube under the handguards to eliminate barrel deflection due to sling tension).  

Try to use a good, heavy 1 in 7 or 1 in 8 twist barrel so he can shoot heavier match bullets.  Stainless or chrome moly, it doesn't matter which.  I think most guys prever the .223 or the .223 wylde chamber over the 5.56 chamber for accuracy.

An M16-A1 or M16-A2 type buttstock is acceptable, some guys like the shorter A1 butt for position work.

Standard front sight and flash hider only, or no flash hider at all if you prefer.

It must have a standard charging handle and standard controls and pins, no tacticool amibdextrous controls or KNS pins or big charging handles.

If you build an A4 type, it will be best with a "National Match" carrying handle, or an A2 upper with a "National Match" rear sight is acceptable too.

The only place you have real freedom is in the choice of a trigger.  I run a White Oak tuned Rock River 2 stage.  It has to look stock from the outside, but other than that It can be anything you want, so long as it will remain cocked while lifiting a 4.5 lb test weight.

Here's mine as an example.  At first glance, other than the stainless barrel you'd never know it was anything other than a stock AR-15.

Would a MILSPEC carrying handle be the same as a National Match one?

No.  A National Match Carrying Handle has a rear sight with finer adjustment on the A4 type rifle.  On an A2 upper receiver, the stock rear sight is replaced with a match rear sight.

A standard carry handle is CMP legal (that's what's on my rifle). What you have described is fine, but do free float the barrel.  A tube is $100 from various sources (RRA, Brownels, White Oak to name a few). If he's going to shoot CMP he'll be using a sling and the free float will make a big difference. He can upgrade his sights later if he feels the need to, but a float tube is a necessity. Also, either a 1:8 or 1:7 twist barrel for stabilizing the heavy bullets (75 to 80 grains) that they use at 600 yards.

How about sling wise?  Anyone know what can and cant be used?  It really does not say in the rules.

Stick with either a GI style leather sling, like a Turner or Les Tam, or the GI web sling and you'll be fine.

Sure it actually says quite a bit!  ... Section 6.9, page 34
6.9 Slings
6.9.1 Standard U. S. Military Slings
Slings used on all service rifl es and all as-issued military rifl es, except M1 Carbines
or as-issued foreign military rifl es, must be standard U. S. military issue
M1907 leather, or M1 web slings or identical slings of commercial manufacture
made of leather, web or synthetic material.
6.9.2 Sling Confi guration
Military issue or commercial M1907 and M1 slings must conform to the original
pattern with no modifi cations or additional hooks, claws, clips or clamps.
Leather or web slings may be no wider than 1 3/8” and no thicker than 3/16”.
Leather slings may have no more than two keepers no wider than 7/8” each
and made of leather no thicker than 3/16”. Stitching, brads, rivets, or staples
may be used to join keeper ends. The overlap at the joining area may be no
more than 1 1/8” and must be on the fl at, i.e.; may not go around the curved
edge of the keeper.
6.9.3 Sling Attachment
Slings must be attached directly to the front sling swivel; a hook may not be
used to attach a M1907 pattern or M1 sling to the front sling swivel.
6.9.4 Prohibited Sling Features
Sling cuffs and padded or lined slings may not be used. The use of hooks,
button, straps or similar devices fastened to the shooting coat to hold the sling
in place is not permitted. The shooting coat may have hooks, buttons or straps
as long as they are not used to hold the sling in place. Cartridge cases may
not be used to hold the sling or sling keeper in place.

Unless money is no object, get him a GI web sling.  They're like $8 from the CMP (maybe $15 at a gun show) and they work well.  They're easy to adjust and wear, and they have zero stretch, which is what you want. It's what I use, and also some really good shooters use them.
