so, im wanting to step up my jogging routine by carrying my PC with the proper weight of 5 mags and plates, as well as the weight of a rifle.

how would i go about doing this without being able to actually use any of the stuff? im pretty sure i cant wear my PC with plates and mags out jogging and i know i cant carry my rifle with me

I know people that carry a length of PVC pipe filled with sand with a sling when they run to simulate a rifle.

A pack full of weight or a weight vest could do the rest.

Run with a Rucksack.  Lots of guys do that.  I carry a hydration pack in mine just because it makes a lot of sense.  Train how you would fight!

Wal-Mart has weight bearing vests for about $40, if I remember correctly.  Weighs about 20 pounds and you get to look like a fitness freak instead of a gun nut (OPSEC).  I got one a few years ago to wear running.

Regularly running with added weight (backpack, ankle weights, whatever) is terrible on the knees and back.  It's on the biggest "no-nos" of the strength and conditioning community.

If you want to keep it similar to jogging but with more intensity, do sprints, intervals, hill sprints, push your car around in a parking lot and get stared at, stuff like that.  They suck just as much, are safer, and are more effective anyways.

I should add that this doesn't mean you shouldn't sprint and act how you normally would when you're out doing carbine training with your typical load out.  I just mean that it should stay a part of the shooting drills and not become a fitness drill.
