New handguard? I can't really tell from those pics...is DD shipping their rifles with a newer rail now that's not available for individual sale?

No, RIS II.

To me the new rail looks just like a RIS II but with QD sockets and a slightly different bolt up design.

I would just get a RIS II. The only way you would be able to obtain a DDM4 rail would be to buy a complete gun. Some are saying that people might start selling them separately once they come out, but I find it highly unlikely people will go through the trouble to take off the rail and barrel nut, just to sell it. You won't find many.

Do you know if a Noveske KX3 will fit inside the RIS II or new DD M4 rail? And on top of that, would an AAC suppressor fit inside either?

I hear that brother. I picked up my first complete DD this January. Less than a month after that, I purchased my second complete DD. And during the months since then, I have built two AR's...both of which are made up of a good majority of primary DD parts (LPK's, BCG's, barrels, and other parts). I can't say enough about there quality and customer service...and I see that as a reason as to why their rifles, and in particular, BCG's and LPK's have become incredibly hard to find anywhere.

I recently picked up another Daniel - a 300 Blackout.  She is one sweet shooting rifle.  Also installed some upgrades on my DDXV EZ.
