Educated guess: These are mostly (all?) personnel from the "common skillset" bracket.  Read: office drones, graphic arts types, and admin types, and such.  The denizens of that bracket have effectively no bargaining power with Corporate (especially at an outfit like Apple).  They aren't the Talent, and don't really get catered to.  They got WFH because Apple emptied out the various Campuses due to COVID.....now they are getting pulled back in, when many of the Talent (and most of the upper-tier Talent) in the Engineering and Design fields will continue to have WFH or 80% WFH as either their norm or a negotiable benefit.
