All this talk about shooting it down etc. And the excuses are Hilarious. We can't shoot a balloon down but we sure will pump an SUV full of 20mm that is going down a range road. In the 50s we had jet fighters that couldn't intercept a rogue target drone. They expended all of their rockets and missed. |

I'd guess that with a balloon, photo reconnaissance isn't an objective. Seeing as even with intelligent altitude changes to try and gain some directional control with various wind currents or the jet stream, that's still rather random.
So it's probably some sort of SIGINT device. And since the balloon can't be guaranteed to land where China can collect it, it logically must be relaying data via RF somehow. Either on a frequency with long global reach, or upwards to a satellite for relay. And frequencies and power used have some limitations from available power and antenna sizes and frequency harmonics. And there's many strategies, frequency hopping, spread spectrum, data-bursts, repeating other terrestrial radio sources and injecting data into the carrier or sidebands, all sorts of ways to mix it up. Laser is possible, but difficult when you can't guarantee orientation or jostling from the wind. Before it went public, we could have been intentionally feeding it false data. And arguably, the Intel we'd gather from shooting it down is limited. Properly designed, it could be using all open market COTS chips, and any firmware/software running it can be encrypted end-to-end in ways that make analysis impossible. Leaving the balloon be, and letting the Chinese think they're getting away with it, and simultaneously feeding it bad data, while we study what it does to learn about their systems and tactics/strategies, is arguably the most useful thing. We shoot the balloon down, the Chinese just design something different, and we've got to study that and start all over too. Kind of like how the Soviets finally shot down a U2 and put Gary Powers on a show trial. They ultimately just got the SR71 for their trouble. |
