My ROW experience is limited to Oil & Gas pipelines, and they usually are 30' wide. The question of whether this waterline ROW project specified footage on both sides of the line or 2/3's on one side of the line, or 50/50, and the total width I can't answer.
I'm also ignorant of the per rod value Dallas is willing to pay, but I've never heard of ROW being bought for any less that fair market value and it's usually much more. It's cheaper to pay an attractive price to begin with than it is to go to court...and that's for O&G companies that have to actually pay the legal bills. Municipalities incur no legal fees so they could theoretically pay even more for the easement.
