Mine was sort of the same. A Russian woman from one of the 'stan republics working in a tourist shop in British Columbia, 2005. Just...took my breath away. Haven't seen anyone like her before, or since.
Second runner up: When I was stationed in Oklahoma, I was living in Midwest City just outside of base at Tinker AFB. I worked nights so was usually home during the day, and one day a woman knocked on my door collecting for one of the animal shelter support groups. rang. I didn't have any cash, but it was summer and hot and she asked if she could have a glass of water. She came in for a glass of iced tea and we talked for about 20 minutes before she left. Voice, smile, mannerisms, laugh...all cylinders firing. I still remember her name, and that was around 1993.
