Not at all.  They'll just jihad at home.  Which is why the Gulf countries totally, by pure accident, encouraged a lot of their problem children to GTFO and become Iraq or elsewhere's problems during the relevant time in question.  That it would terminally destabilize efforts to make a secular democracy, within a region where literally every other country not Israel is a more or less absolute monarchy, was a nice bonus.  Do you think a random 9th son in Riyadh or Muscat just stuck out his thumb and hitched his way to Iraq/Afghanistan/Syria to become just another AGM member?  They found domestic networks in the right places to identify the perpetually dissatisfied, and make those people someone else's problem.

Related effect in Mexico, BTW.  If you forced them to stay out, made the US border resemble the Korean DMZ, and put serious teeth in immigration enforcement within ag/construction/hospitality employment, you'd have another Mexican Revolution inside of 5 years. And the one with Diaz and Villa was pretty bad.
