Am I right in thinking that despite being 'known to law enforcement', without being a felon, or any formal diagnosis of a mental health condition that might show a person to be a danger to themselves or others, there is nothing to stop a person from buying a gun. So even if his weird notions were known, they alone are not enough to prevent him from buying a gun through a dealer. Of course, he can buy guns privately anyway?

But if you haven’t had certain interactions with the justice system that are disqualifying the default is that you can get the license and buy firearms. |

They are saying the rifle was obtained legally. Well, maybe; we shall see if he lied on the 4473, etc. However, he was not legally in possession of it in Highland Park.
