Its fine provided the coat is tweed and have elbow patches.   Also, a smoking pipe is strongly recommended as a fashion accessory.

I have worn a wool turtleneck sweater under a tweed jacket (Norfolk Jacket), with wool trousers.

Trench coat, too.

It was a solid look, but not everyone can pull it off.
