If it calls for upscale, pressed khakis should be ok (but I'd still recommend slacks like AlamTX). And no 5.11 khakis either.

If you look good in a turtleneck and coat; do it. I do occasionally for work and usually get compliments mostly from women. Disclaimer I am an older guy.

That's about as dressed up as I get anymore. Been wearing turtlenecks for years (at least in the winter) and I don't intend to change.
