In popular media the phrase is usually said from someone with a strict woman have little rights and are just for producing boys. Usually the phrase is meant to be followed by other actions to prove how wrong in everything the character is. Now if instead you were watching a movie and the phrase was used by someone people were to respect then the phrase would be taken differently.

My wife knows one of the things I found attractive about her when we met was her hips, I've always found wide hips (not necessarily fat ass, but the hip shape) sexy.
