Multiple series including regular road tracks, dirt tracks, and mixed rallycross style tracks. Maybe sometimes water to see who can build the fastest amphibious track cars

They do this already. When you buy a ticket it says on the back of it we are not responsible for accidents. Yet every time a NASCAR or Open wheel car gets into the fence and debris or cars go into the crowd, the sanctioning body and track are sued for millions and they pay. They have to keep the speed down with restrictor plates and narrow tires or redesign the tracks to put more space and more fences between the cars and the fans. The need for safety for the fans vs speed of the cars is a problem across all types of racing, in the US and Europe. Someone gets hurt, everybody wants to get paid.
