I'm at a complete loss why they need a division headquarters and staff controlling this, much less being in country. Won't it be SF training the locals? Maybe UAV assets, HUMINT teams, and other MI? So why does that require an infantry/armor division headquarters?

The only reason why you would need a division headquarters in Iraq is if you need an element capable of commanding, controlling and coordinating the actions of 2 or more brigade combat teams. Therefore we should assume regular army units will soon follow. You wouldn't need a regular army division headquarters to coordinate the activities of some special ops units there advising and acting as JTACs.
