He might have still won even if Perot didn't run. Hard to say. The GOP ran bad candidates both times, Bush 41 had lost a lot of conservatives.

Bill Clinton was very unpopular his first two years. He did a good job of recovering in his second two, by "tacking right" (or appearing to) and by faking strength with respect to international issues. He had the advantage of the world's sole superpower at a special time when we had little challenge, and he played a good game of being a fake strong leader. To me it seemed his foreign policy agenda was all about posturing and acting tough for domestic consumption, rather than a principled foreign policy that took risks to advance American interests.
