Congress got sick of all the different services wasting money on their own combat utilities so a few years ago they put a provision in the National Defense Authorization Act (the yearly budget bill) that prohibits the services from spending any money on the development of a new combat uniform unless it is Joint. That is why the Air Force went with OCP when they decided to get rid of the stupid digital tiger stripe. It is also why the Space Force is going with OCP. I am sure the Navy will in a few years too. The Marines will only do it if forced to.
