Basically, the government realizes it is too bloated to get shit done when shit needs to get done. Martial law is when there is a complete breakdown of many/most aspects of society that will result in a significant number of deaths unless harsh, normally unconstitutional measure are taken. tl;dr: State of emergency is calling 911 because someone is breaking into your neighbor's car, martial law is justified homicide of a home invader. |
