Remember, there was still a lot of moderate Blue Dog Dems that would be considered almost "conservative" by today's standards siding with Reagan back then and Tip O'Neil was getting pretty much what he wanted out of him in exchange for Dem votes.
About the best that can be said of Reagan is that he was better than Daddy Bush and W as far as recent GOP POTUSs go.
