Enforce the laws- detain and deport SOME, actively and consistently. Stop enabling them to come here. Let them know that at anytime they could be detained and deported and lose everything they have acquired and built here, that at know time will they ever be allowed to stay.
The threatening tactic doesn't work. They're already not allowed to stay, they already know they could lose everything and they don't care because they're still here. If they get sent back they'll be headed up this way again in no time to start over. The only thing that would send them back and keep them there is a controlled entry-exit system, i.e. a wall. But since the open border is feeding the drug war which keeps millions of people employed... it's moot.

Guess what. Illegals don't give a rat's ass about legal status. We gotta make it hurt to be an illegal here. We have to start fining businesses that hire illegals. $1,000,000 for the first offense with subsequent offenses doubling on the one before it. No federal assistance for illegals. No public schools for children of illegals. No anchor babies. No driver's licenses for illegals. Must show proof of citizenship to transfer money out of the country.

Cops used to pull over illegals and, if they were doing nothing wrong other than being illegal, they'd let them go. I have no firsthand knowledge of this, but it seems like there was a directive sent out to call ICE anytime illegals were suspected because I would see them constantly on traffic stops, whereas they barely existed a few years ago. People now get detained, processed and released with a court date. About a year ago there were a lot of high-risk warrants being served on illegals but that seems to have slowed considerably. YMMV.

Local law enforcement being involved is the key. The man power they provide is far greater than anything ICE could ever drum up. And I don't give a shit about federal vs state immigration issues that they always cry about.  Local cops aren't going to let an American go with a federal warrant, but they sure as hell will let the fed. immigration side of things slide. But this is just one of the many problems. All the illegals that have come across the border recently have been given an ankle monitor and then let roam freely. We are truely fucked as a nation at this point, the timeline is the only debate.

The *real* problem driving the immigration crisis is employers in the US who want cheap labor.

I'm aware of all that, they bring tyem here on buses for farm work. I'd really like to see the numbers before I'd call it an extreme majority, though. I can count on one hand the amount of people I know who have overstayed their visa, and I can't even count the number who have "ran through the desert" stories. Anecdotal sure but if there are 30 million here illegally then counting the number of overstayed visas against that number should be a pretty easy way to determine it.

Here is what was proposed last January

BORDER SECURITY: Securing the Southern and Northern border of the United States takes a combination of physical infrastructure, technology, personnel, resources, authorities, and the ability to close legal loopholes that are exploited by smugglers, traffickers, cartels, criminals and terrorists.

The Department of Homeland Security must have the tools to deter illegal immigration; the ability to remove individuals who illegally enter the United States; and the vital authorities necessary to protect national security.
These measures below are the minimum tools necessary to mitigate the rapidly growing surge of illegal immigration.

$25 billion trust fund for the border wall system, ports of entry/exit, and northern border improvements and enhancements.
Close crippling personnel deficiencies by appropriating additional funds to hire new DHS personnel, ICE attorneys, immigration judges, prosecutors and other law enforcement professionals.
Hiring and pay reforms to ensure the recruitment and retention of critically-needed personnel.
Deter illegal entry by ending dangerous statutorily-imposed catch-and-release and by closing legal loopholes that have eroded our ability to secure the immigration system and protect public safety.
Ensure the detention and removal of criminal aliens, gang members, violent offenders, and aggravated felons.
Ensure the prompt removal of illegal border-crossers regardless of country of origin.
Deter visa overstays with efficient removal.
Ensure synthetic drugs (fentanyl) are prevented from entering the country.
Institute immigration court reforms to improve efficiency and prevent fraud and abuse.

DACA LEGALIZATION: Provide legal status for DACA recipients and other DACA-eligible illegal immigrants, adjusting the time-frame to encompass a total population of approximately 1.8 million individuals.

10-12 year path to citizenship, with requirements for work, education and good moral character.
Clear eligibility requirements to mitigate fraud.
Status is subject to revocation for criminal conduct or public safety and national security concerns, public charge, fraud, etc.

PROTECT THE NUCLEAR FAMILY: Protect the nuclear family by emphasizing close familial relationships.

Promote nuclear family migration by limiting family sponsorships to spouses and minor children only (for both Citizens and LPRs), ending extended-family chain migration.
Apply these changes prospectively, not retroactively, by processing the “backlog.”

ELIMINATE LOTTERY AND REPURPOSE VISAS: The Visa Lottery selects individuals at random to come to the United States without consideration of skills, merit or public safety.

This program is riddled with fraud and abuse and does not serve the national interest.
Eliminate lottery and reallocate the visas to reduce the family-based “backlog” and high-skilled employment “backlog.”

I think you're right, he offered at various times up to 2 million, not all 20 million.  But he did say it prior to this week.
I still think the best solution is to first build the wall and then legalize all 20 million, eliminate sanctuary cities and states.

The vast (and extreme) majority of illegals in this country would not be stopped by a wall. The wall talk is a political distraction...
