I think that was a very appropriate belief shortly after the war started However after watching the performance of the Russian Army, it became pretty apparent the assessment of the U.S. IC on the modern capability of the Russians probably is about as good as they were when they did not predict the fall of the Soviet Union, or did not see Saddam’s invasion of Kuwait coming. |
