It's far beyond that. When Trump declares Manhattan a federal prison those towers will activate and not only recognize people, but they will laser fry anyone on THE LIST as they try and Escape From New York.

One close up of those orbs appeared to be a huge array of LEDs bulbs.
They are too far away to be plate readers.
It's next to a tunnel entrance. My guess is security cameras and lights. Tunnel attacks was on al Queda's list of places to detonate explosives back in the 2000's.

One would think that the city could be legally and ethically forced to disclose exactly what was being installed

I suppose that ~~police business~~ public safety and national ~~defense~~ security purposes have blurred into each other over the last decade following 9/11. It's now seems taken for granted that local government gets to withhold certain info from the public.

Plus if you're got the towers and the data feed, you might as well scan for other things like bluetooth, wifi, and cell phones. Those look like big data collection devices to me.

This is my guess. But as someone else pointed out, they could be just lights and fiber optic cables for basically nothing.

Our gubmint entities could certainly drop serious coin on that.

Lets do a foia request on all fed gov entities that may be involved.
