They are probably 'space shuttles' They got space inside for test beds. Power, fiber, whatever. Whatever Bad Guy Getting technology they want to test, they now have fixed points for their testing. Rent time out to the various beltway bandits, make bank. Fun answer - they look like giant foil razors, ghostbusters VI plot devices |

I saw a weird new tower in downtown Indianapolis yesterday. It had an electric meter on it and was about 20' tall. No visible cameras.
