This style used to be more common. I reckon they have a rule about carrying with one in the chamber. Hence the "isreali carry" euphemism for carrying a gun with an empty chamber.

I was there this past June. Saw a guy in Jerusalem in flip flops, swim trunks and a tank top with a slung M4. His girlfriend didn’t have one.

Our tour guide said he was a new guy and the IDF requires you to have your rifle 24/7 the first year.
