That's not the entire truth. They also serve to deliver some pretty massive pork and patronage packages. Of course the patronage overlaps the vote part, but some of the SES and higher GS positions are pretty cushy payoffs.

Developers just bought the building the closest USPS office is in, they are actually competent and the clientele is good because it’s around professional businesses.
