LE in Texas ( Mostly the Texas Rangers) get some of their hand tooled leather rigs from the Texas prison shop that has a history of makers who hand down the techniques to new inmates. You get your name on a list and the inmates make a small amount of money for their work. There are other craftsman who aren't inmates who also do this work but they are backlogged a year or more and don't even advertise. |
