As a former Tank PL that is truly terrifying if they have all the bugs worked out. 4 ATGMs from one vehicle could really put a hurt on a Tank Platoon, let alone the likely 2 other Uran 9s in the Russian Platoon as well, all unmanned and operated from a safe space behind a terrain feature out of direct fire.

A lot of their roads are mud or dirt, and they become largely impassable twice a year for long periods.

Yes, rail and highway construction would help that, but Russians and commies suck at large infrastructure engineering projects.  Probably could have done it had they not pissed away so much money on SSTs, space program, Mig-25, supersonic bombers, etc.
