That is a good question, if the water cannot get past the dam, will the river below dry up?   Guessing if they do not make a path open below the lowest drain, it will not get any more water.   I don't think they ever expected the water level to get this low when they designed/built the dam.   I have been to the dam several times over the years.  Took the full tour once.  I think the only way water gets from the dam side to the river side is thru the power plant or the emergency spill ways.  My first trip was 1995 and I recall it had a lot of water.  Last trip was a few years ago, it looked like it does now.

If water levels continue to drop, Hoover Dam would cease generating electricity when the water level falls below 950 feet (290 m) and the lake would stabilize at a level of 895 feet (273 m) when the water reaches the lowest water outlet of the dam.  In order to ensure that the city of Las Vegas will continue to be able to draw its drinking water from Lake Mead, nearly $1.5 billion was spent on building a new water intake tunnel in the middle of the lake at the elevation of 860 feet (260 m).  The 3-mile (4.8 km) tunnel took seven years to build under the lake and was put into operation in late 2015.

No power at 950ft.
No water downstream of dam at 895ft.
No drinking water to LV below 860ft.

I am not sure any City or politician ever gets upset about spending money.   The Public should be.  1.5b for 3 miles of pipe.  

Edit, some quick math on the English Chunnel, adjusted for inflation, the 31 mile chunnel cost $15,509,476,765.40/31.35 miles = $494720152.01/mile.  x3 = $1484160456.02.  Almost the same as the LV drinking pipe.  Hmmmm.   Someone has a lock on chunneling.   I paid our local gas company to extend the main natural gas line 200ft down the street to get NG to my house for heating.   The above numbers are also about what they charged for 200ft of gas line.

They didn't.     Agriculture expanded to feed THE ENTIRE COUNTRY winter vegetables .    There's exponentially more water than the cities need.  Just not enough to grow winter crops for a growing national population.  So at the end of the day we'll probably have to start importing more winter foods and food prices go up.

Since you want to talk facts, the fact is California doesn’t take water out of lake Mead.

The first place California draws water from the Colorado river is way down stream from the Hoover damn near Fort Mojave.

The majority of the water diverted or pumped from the river by California is in Imperial county (about 75%) and lake Havasu just above Parker dam (about 25%).

The reason California uses the amount of water it does from the Colorado river is because that’s what’s legally allocated to California by “The Law of the River.”

The law of the river is what keeps water flowing out of Hoover damn even though the level of lake Mead has fallen so low.

If you want to permanently change the allocation of river water amongst the state’s and Mexico, you’re going to have to get congress to change it. They’re the ones that set those allocations in 1928. There’s also numerous related legal rulings that govern those allocations.    

Combined, it’s called The Law of the River

Does the Damn have a way to drain at the base or similar, to actually keep the river flowing without generating power?  How low can it get and still drain water into the river?

When the dam was built they had to create diversion tunnels to create a dry space to build the dam.  Link to picture of tunnels.  They appear to be at the lowest point.  According to Wiki, they are plugged.   Guessing the plugs could be removed to allow water to go from the lake > downstream.  

Interesting.  Wonder what they plugged them with.  Bet concrete.

Oh yes lots of concrete.  They never ever expected to need them again.  Guessing if they get to the point of removing the plugs it’s the end of the world type shit.  



What happens when the water no longer runs past the damn?

The river below the dam dries up and no water is able to be diverted below the dam.  

California loses about 12-15% of its total water supply. Prices of alfalfa, fruits, and vegetables go up as supply plummets due to lack of irrigation water.

The portion that’s used in California metropolitan areas from the river will have to come from the Sierra which means less for agriculture in the Central Valley (see the fruits and vegetable comment above).

Arizona loses a sizable amount of its water supply from the river, most of which, just like California, is used for irrigation.  (See the the fruits and vegetable part above).

Mexico gets none of its allocated river water.

The impact of Nevada’s use of Colorado river water is minute in the big scheme of things.

The 3 MAF that Southern California agriculture uses annually has the biggest impact. That’s not just a California issue despite what many want to believe though.

I am kind of surprised those homes use that much water for some fucking palm trees and a bit of grass, seems like something else might be going on with them

The whole idea of "Don't build where it's dry" is just ignorant.

Many many places wouldn't be able to exist without modern irrigation or water pumping systems.

How many cities or towns are built without direct access to a river or lake? How much food is produced with irrigation water that has to be pumped in?

Even with that said, California is literally next to an ocean, most of their water still comes from rivers or is pumped in from elsewhere, is extremely cost prohibitive to desalinate ocean water for consumption or irrigation.

Only 12-15% of California's water is "pumped in from elsewhere", elsewhere being from the Colorado River downstream from lake Mead/Hoover Dam. About 70-75% of that is used for irrigation.

Desal is not extremely cost prohibitive.  The largest Desal plant in the USA, and I believe the Western Hemisphere, is like 5 miles from where I'm sitting. That one desal plant provides 50,000,000 gallons of water each day or about 8% of San Diego county's fresh water supply.  

The actual problem with desal is the environmentalists and nimby population throwing up road blocks to building more.  They continue to try to get the Carlsbad desal plant closed down.

If we really wanted to have a long term impact we could keyline the marginal areas of the desert SW. Run swales on contour and create reservoirs wherever it's practical to do so and plant pioneer species in the spoil to shade the ground and cover the soil. in Vegas, some of the big casinos had well permits to tap the aquifer.  Years ago, an old friend that worked at one let me know how much they let run into the sewer to meet the minimum volumes needed to keep that permit.
