Sheriff's letter to Attorney General sent Thursday
"This incident was not a typical accident," the Blanco County Sheriff's Office wrote in a letter to Texas Attorney General Ken Paxton on Thursday. "Although the preliminary investigation indicated this was an unfortunate accident, the Sheriff's Office is still investigating this accident as a criminal matter until they have sufficient evidence to rule out criminal activity," the letter said. Since Chao's death has remained the subject of a criminal probe, the Blanco County Sheriff's public information officer told the attorney general that reports, 911 logs, audio and video evidence as well as other material should not yet be released to media outlets that requested them, including CNBC. "Releasing the reports, videos and other information prior to the completion of the investigation would interfere with the investigation and possible prosecution of this matter," the sheriff's office wrote. The letter did not say that there was evidence that Chao died as the result of a crime. But the statement that Chao's death was not "a typical accident" and the prospect raised in the letter of a prosecution marked a shift from an initial statement released days after Chao's death. |

The sheriff treating it as a criminal investigation until it is determined otherwise is completely normal. You die in your bed at 99, they are going to call it a criminal investigation until they figure out what killed you, The sheriff refusing to release any of the information described in the Houston Chronicle case is unusual since that's longstanding case law.
That's most likely because Blanco County is like 12,000 people and they don't know what they're doing (add to list of potential clients to cold call); but there are other valid reasons they might not release anything. |

If so, i could see the water intrusion shutting off the system that releases the door and panicked or ignorant person inside isn't aware of, or cannot operated the manual release. But i may also just be misremembering the details of the release mechanism. The manual release is literally one of the first things they tell you about when you buy/rent one. Is a blood alcohol concentration (BAC) level of 0.233 g/100 ml the same as when someone is said to have a BAC of 0.233? The units "g/100 ml" are assumed?

Thanks:
From the police report: "7. An autopsy was not performed on Chao, but a toxicology test was conducted. Chao was a blood alcohol concentration level of 0.233 g/100 mL. After reviewing all of the evidence it was determined to be a unfortunate accident." |

.233 worth of bad judgements by her.
Best possible outcome, because she didn't have a chance to kill anyone else once she hit the travel way. Jay |

Jay View Quote Supposedly she was only driving a few hundred yards to get to the main house. 11. Galster provided me with a thumb drive containing the video of the exterior of the south side camera. The video shows the following: 11:37:02pm Chao comes into view alone on the south deck wrapping herself in a blanket with her left hand and holding her cellular phone in her right hand. Chao was dressed in the same clothes/ boots and the same item in her right pocket as observed previously. Chao continues to walk unsteadily to her vehicle while continuing to hold her cellular phone in her right hand. 11:37:21pm Chao enters her Tesla. 11:37:33pm tail lights come on, and blink at 10:37:35pm. 11:37:45pm the headlights turn on then back off. 11:38:01pm the headlights blink then remain on. 11:38:06pm the vehicle lurches forward toward a wooden barrier. 11:38:07 the vehicle then reverses turning to the left without stopping and over the top of the limestone block wall. 11:38:15pm vehicle enters the water. 11:39:13pm the lights from the vehicle are no longer visible. The video from the west side camera showed the following: 11:38:02pm head lights come on. 11:38:15pm the vehicle enters the water and floats toward the center of the pond. 11:38:41pm vehicle turns with headlights facing lodge. 11:39:33pm the car turns broadside to lodge with headlights to the north. 11:41:52pm front lights are not visible, taillights still visible. 11:42:37pm front lights are visible (unknown if headlights or parking lamps). 11:43:21pm Keinan enters west camera view. 12. Chao is observed in the video to be dressed in the same, boots, leggings, and have the same blanket she was brought to shore with. She is observed to misstep or stagger, however, it’s not known if this is because of the uneven surface and type of shoes. During this time no one else is observed on video entering or exiting the vehicle. |
