They spent a bunch of time and resources on R&D of the cooling system over the last 16 months as wind tunnel time is not restricted. The aerodynamic testing restrictions exempt “windtunnel testing solely for the development of power unit heat exchangers that reject heat to air”, which means you can do work with the internal flow of these ducts.
