The ICE facility in Portland has that RR track right beside it with a loading dock. I'm pretty sure it that's not there for unloading supplies. They need railcars and they need to start putting them to use!

From what I understand, you can't actually change who the vote gets recorded for, you just print out a ballot which cancels out any previously generated one unless it's already been marked as received. So, for instance, if someone generated their ballot and then printed it out, then there's a window up until drop box is collected and bar codes scanned where someone could go in and generate a new ballot. If that happened, then the previous one will be rejected when the bar code is scanned. If, however, the bar code has already been scanned, then it won't work. If this happens, and someone doesn't know, then they may believe they've already voted and not realize that their ballot was rejected. The only way the vote could effectively be changed is if the person canceling the previous one actually prints out the new one and mails it or drops it in the box themselves. Otherwise, it's not a change, just a cancellation. |
