Can I propose a logical theory? With it being close to the coast, perhaps it was once much higher and was cut down so as not to have ships passing trough there hitting it? That would explain its nice even flat surface.
Edit: nvm. It's evidently much deeper than I thought. |

That is an undersea fueling and service base for alien craft. They can get their oil changed, thrusters aligned, and gas up for their next interstellar mission. It's not widely known, though, so let's just keep it here.
