Pretty sure this is not the first hole op has put in a wall. Everyone admittedly was drinking op and while it’s weird that he touched your girls toe, WTF with your reaction. This could have been solved much easier with less BS.

You should have calmly said you don’t appreciate him touching your GF like that. I suggest you apologize to him for the overreaction, but let him know you did not believe it was appropriate in the moment (the relationship with the neighbors is over). Then apologize to your GF and mean it.

As someone that had anger issues and punched walls, you need to seek some help. I can attest life is much better not being pissed off all the time.

Let me also express something that no one seems to be thinking about, expect for the Pulp Fiction fans:
The feet can be an erogenous zone for some people.... maybe not for you... but for some.
Now lets flip the situation.... maybe he isnt into feet, but im not into nipples...so should i go around flicking his girls nipple? Thats ok because Im personally not into it?

Need better description of the scene.

How did he get his hands on her toes?

Was she laying down on the couch with her feet in his lap?

Was he kneeling on the floor in front of her?

Was he mounting her missionary with her feet on his chest/shoulders?

It was HER place to be weirded out and say something. At most you could have said something like “dude, if she wants a foot rub, I’ll be the one to give it...hands off.”

As others have said, you sound like you have some significant insecurities and impulse control issues.

Your PTSD has nothing to do with the situation...unless it was somehow caused by a horrific toe-incident of some form. Quit using that as an excuse for shitty, childish behavior.
