Peel's Principle #9 is: "To recognize always that the test of police efficiency is the absence of crime and disorder, and not the visible evidence of police action in dealing with them." Since all Law Enforcement agencies violate this these days, arresting a guy with a brace that's never done anything criminal looks the same on their metrics as arresting a guy with a switch. And, as Nexttime said, is far far safer. |
