I think so.

Other animals can make whistle like sounds, but I don't think they can actually whistle.

Made the mistake of watching “The Battle of Britain” with my African gray in the same room. She IMMEDIATELY picked up the sound of a whistling bomb dropping....and is now a regular part of her routine. She can most definitely whistle.

Apparently, you need lips or teeth to do it.  That rules out birds.

By that definition birds certainly do whistle. They do so via an anatomical feature specific to birds called the syrinx.
