Well, you have to understand the Canadian mentality: They don't mind a strongman, as long as he maintains the generous welfare state they have become accustomed to. The first Canadian Article of Faith is "no matter how bad things are up north, it's always worse in the states".
If you ever get into an argument with an average Canadian (and note that ARFCOM Canadians are not representative of said average) once you bring up things like individual freedom and lower taxes they'll almost certainly retort with "muh free healthcare".
Sure, the Western provinces outside of Vancouver are more like us. But the majority of Canadians in Ontario, the Maritimes, and much of Quebec are proudly statist. Fidelito could send all of them to barren concentration camps outside of Sudbury and they'd express gratitude that he's giving them two bowls of rice per day, when in American camps they surely would only be getting one.
So Emperor Justinian is not going to be leaving 24 Sussex Drive anytime soon. He's exactly what most Canadians want.
