Teachers or people in authority abusing their position to sexually exploit
an individual under their control is illegal and morally wrong. An 19 year old person having sex with a 16 year old person might be illegal but to call it wrong or immoral is to impose your personal beliefs and morality upon others. You might as well say any sex outside of marriage is immoral.
