Most roof ladders I am familiar with are not fire escape ladders because people don't live on an open roof. The ladders are for equipment or maintenance access, and many are elevated where a smaller ladder is needed to reach the bottom rungs or are made with a section that closes over the bottom rungs and can be locked to stop unauthorized access. Some businesses locate the ladder inside to stop unauthorized access.
