No, that has never been considered dressed up. Unless by "dressed up" you mean "dressed like a dork". |

Its fine provided the coat is tweed and have elbow patches. Also, a smoking pipe is strongly recommended as a fashion accessory.

The only guy that ever pulled off the turtleneck/sportcoat look was Steve McQueen and it died with him. |

I have worn a wool turtleneck sweater under a tweed jacket (Norfolk Jacket), with wool trousers.
Trench coat, too. It was a solid look, but not everyone can pull it off. |

This is one of those fashion trends that only looks good in movies, on some dudes.
Kinda like wearing all black and/or a trench coat. In movies: cool. In real life: you look like some emo fag. |
