Yes.  It has taken as many as 133 rounds of voting to choose a Speaker.  If both sides are recalcitrant and no deal is made with the Democrats, then this could go on for quite some time.
The house can theoretically suspend the rule requiring a majority and elect a speaker by plurality. It was done in 1849. Of course, the country was a powder keg of sectional and partisan interest and about ready to blow apart at the seams into a bloody civil war back then. Oh.....damn.
