If someone is term limited after 8 years and hold 3 different positions then they have political power and influence for 24 years. That is a lot of people hired, people appointed, and connections with donors. The only thing term limits really does is create an opening for the people to become active and disrupt the establishment. But people actually have to become activists and push for changes and 99% of the time that is too much work for people.
