Wrong, they are responding to 911 calls. They are also being given the power to enforce state and local laws under "assimilated acts' granted by local authority. It might not be their primary job right now, but in certain events you would see them in a much different positions. The groundwork was laid out years ago.
The first time I dealt with them as a cop was when they called into dispatch they were behind a vehicle where the registered owner had warrants, and they needed backup. The warrant wasn't federal, it was a state warrant. The vehicle ditched him in a large apartment complex, and I asked him what jail he had planned on booking the suspect if he had caught him. He had been under the assumption (per his superiors) that part was for "local law enforcement" to clean up. I am pretty sure he didn't like me when I finished providing my backup services.
