I don't know how "controlled" they are.  But I can tell you that if you call Orion and try to order 6 cases, they give you all kinds of runaround.

Tell em you are a wildland firefighter, they are used for lighting backfires, as they are lighter and easier to carry a few then a driptorch.... but driptorchs are much easier to use.

Its incredibly fun to walk along flinging burning fuel

well as long as the piles/ brush isnt big enough you are having to run to keep ahead of the flames

I've seen the 15min ones at Pilot.  Petro has the longer 30min flares.   Most truck stops have them.

4-5 years ago I bought mine at autozone or checker. Do they go bad? I've had a few sitting in an ammo can in my jeep for a long time.

Up until just a few years ago, Illinois still required truck drivers to carry either reflective triangles or flares in their vehicle.
This also applied to light trucks, but that has since changed.
