He's here to argue the humanitarian standpoint (I don't agree with him). If you truly believe the pope is the most holy man living (debatable. I don't do Catholic superstition despite being raised one), then it would be natural to see all Catholics as his flock. With the astronomical amount of Catholics in Hispanic countries- you could probably argue he is effectively arguing for refugees of his country. He is a head of State as well as a leader in a world organization; politics in this arena goes hand in hand.
 






I don't agree with him, but I certainly won't begrudge the guy for doing what he has to.

From Wiki as well. However, if you look deeply at the Oxford Movement, and you look at the concept that some Lutherans believe in Saints (heavenly) praying for the Church, then it blurs the line between "prayer to the dead". Didn't condemn.  Just pointed out the scripture where we draw the practice.   As for what He meant, it's getting back to what your opinion of the interpretation of the passage is.  We both have differing interpretations, but I wouldn't call yours non-Biblical just because we have a differing opinion.
