If bumpstock EO showed them anything it's that you can sign an EO that is unconstitutional and have the ATF enforce it for years before a court case rules it so. In the meantime you've destroyed a market, multiple small companies producing the products, and poisoned consumers willingness to waste money on them should those companies start. Hell, a judge might even agree it's a constitutional order and uphold it...
