You can be held up to 3-days before they must charge you with a crime.
At 3-days they can extend holding someone for a further 20-days.
So, a maximum of 23-days before a charge or indictment "must" be filed.

Once indicted on a charge, you can be held indefinitely.
Japan Hostage Justice

ETA: There was a case of an American who was caught shoplifting in Shinjuku. He was charged and detained for a year before being deported.

It seems odd that no one is considering whether it was justified.  If the government deprived me of the right to bear arms maybe I'd be making home made blackpowder and dead politicians too.
